In the 'Page' mode, you'll see the outlines of
the table, so it's easy to click in a particular cell
and start typing. However, when you look at the final
web page, you won't see the table outline, unless you specified that it has borders. Whenever you see a specific alignment on a web page, especially if that alignment looks a little unusual, it was almost certainly done by using tables.

The other key design element that often requires a few tricks to get right is spacing. Adding white space around a graphic, so the text isn't too close to it, is easily done in FrontPage. Right-click the graphic and choose "Picture Properties". There you can specify horizontal space, vertical space, border thickness and alignment.
