The last design concept relates to navigation. While navigation isn't strictly a design issue, your design must account for navigational controls. After content, navigation is the most important element of a web site. A site with poorly designed, inconsistent or, even worse, nonexistent navigational controls will have a lot of frustrated, most likely one-time-only viewers.
Navigational controls should be consistent on your site, in the same place with the same look on every page. They should be in plain view when a page loads, not located only at the bottom of a page, requiring 3 vertical scrolls to reach them. If you open a new window, always include a "Close Window" command in clear view.
A good design can help with navigation. The viewer should always know where he is on your site and how to move around in it.
