The first concept based on user preferences is
"placement equals importance". The pattern your
eyes automatically follow across a web page, just like across a printed page, is top to bottom and left to right. This means that items found at the upper left corner of a page are perceived by the viewer as being more important than those in the lower right corner.
Once you know this, utilize it in the design of your page. Put your most important information at the top and left. If you have a list of menu items, put your home page at the top. Put your logo at the top left of the screen where it is most likely to be seen and remembered.
Remember there are no wrong choices in web design. But there is a traditional format that users are most comfortable with.
